　　Harbin University is a local synthetical university which is ratified by the State Ministry of Education, including normal education.
　　The university is equipped with advanced teaching and researching facilities, the amount of the equipments reaches to 15000 pieces. The total worth of these equipments has reached 70,000,000 yuan. A new computer center, on-campus computer network, close-circuit TV network, foreign language broadcast network and an electronic reading-room, the 17,600 square meter library has been built. Many modern-styled building have made ours one of the most beautiful campuses in the city and have provided the teachers and students with ideal academic learning conditions.
　　The university has an integrated majors of subjects, some of them have distinguishing features. The university consists of 10 colleges, they are The School of Art and Design、The School of Education Science、The School of Finance and Economics Management、The School of Foreign Language、The School of humanities、The School of Law、The School of Life Science and Chemistry、The School of Mathematics and Computer Science、The School of Physical Education and The School of Science and Engineering. The university has 38 specialties are of 4-year duration and 3 specialties 3-year duration. The subjects of the school reaches all the 7 major departments, law, education, culture, history, science, engineering and administration. The school's roll currently stands at 10200.
　　The school gain a lot of teaching, researching, management experiences by dozens of years practice, built a teaching and researching team which is excellent in teaching, good in major structure, capable in research, reasonable in age. The teacher's roll is 647, 300 of whom are professors and associate professors. 170 have master degrees or are currently doing master courses, about 40%. In the last 3 years, 1100 items about researching are done by the teachers in the school. The Evaluation Report of Integrated Competition in High Schools in 2004shows that Harbin University occupies the 6th place, and the 3rd place in scientific research of the 37 same level universities around China.
　　The university adopts an open-door policy in terms of its teaching. Up till now it has established academic relationships with more than 10 colleges and universities both at home and abroad. Teachers and experts from many countries have been invited to teach and lecture in the university. The University established friend relationship with Far Eastern State Institute of Arts Russia, Cambridge Institute of science and technology Canada, and Chiang Mai University Thailand. Blagoveschensk State Pedagogical University, Komsomolsk-na-Amure State Pedagogical University, Vyatsky State Humanitarian University, The university established Joint Programs of cultivating students with Asai Gakuen Educational Foundation Japan in 2003, with University Marne-la-vallee France in 2001, with Cambridge Education Group Canada and Cape Breton University in 2005.
